When a service member transfers their VA education benefits to a dependent, such as a child, there are steps that the student must take to access these benefits. Here is a general guide to access the Post-9/11 GI Bill or other VA education benefits as a dependent:
Transfer of Benefits: First, ensure that the service member parent has properly transferred the benefits. This should be done through the Transfer of Education Benefits (TEB) website via the Department of Defense (DoD). The service member must be eligible for the Post-9/11 GI Bill and meet the service requirements for transfer.
Confirmation of Transfer: Once the transfer has been approved, it’s important for the dependent to confirm that the Department of Veterans Affairs (VA) has received and processed the transfer.
Apply for Benefits: The student should apply for the transferred benefits through the VA. This can be done online through the VA's website (www.va.gov) by filling out the VA Form 22-1990E or by mailing the form to the VA.
Certificate of Eligibility: After the VA has processed the application, the student should receive a Certificate of Eligibility (COE) in the mail. This document is essential as it confirms the student's eligibility for the benefits.
Inform the School: The student must notify SEBTS Military Affairs about the benefits. Our school's certifying official will need a copy of the Certificate of Eligibility. They will help with certifying enrollment and ensuring that the VA knows the student is using the benefits for their education.
Monitor Payments and Enrollment: The student should keep track of their enrollment status and ensure that the VA benefits are being applied to their tuition and fees. They should also ensure that they receive the appropriate housing allowance or book stipend, if applicable.
Annual Re-certification and Updates: At Southeastern, student's receiveing VA benefits must re-certify their enrollment every semester and must provide updates to the VA and school about any changes in enrollment or degree program.
Remember that VA regulations and procedures can change, so it's important to stay informed about the latest information. The student or service member's parent can also reach out to a VA representative or a Veterans Service Organization for assistance and guidance in using these benefits.
